Or pretty much anything that allows you to make a website with custom HTML/CSS. It's a lot harder to get readers that way but there are options out there. You could join a comics collective or use a webcomics list to advertise. Some collectives require a custom site anyway and will refuse to allow Webtoon comics. Or you could join a webring.
